US Interior Secretary Doug Burgum says Congress should approve President Donald Trump's $5,000 payment for Americans. Burgum says "everything's on the table" when it comes to trying to lower gas prices. The secretary also says data centers could benefit neighborhoods. He speaks to Kailey Leinz on "Balance of Power."
